Roger is a governmental and regulatory affairs and health and human services with over two decades of experience in the public and private sector. Prior to joining Bond, Roger served in multiple senior leadership positions in New York State government, including as special counsel to the Governor and Executive Deputy Commissioner and General Counsel for the New York State Office for People with Developmental Disabilities.
At Bond, Roger supports a wide range of clients in administrative advocacy, regulatory advocacy, and litigation. Roger works closely with human services providers, including those providing developmental disability, mental health, substance abuse, home care and fiscal intermediary services. He regularly assists his human services clients with quality assurance and oversight matters, Office of Medicaid Inspector General (OMIG) compliance and disclosure, and Health Insurance Portability and Accountability Act (HIPAA) issues.
